Beginning with Powerwall firmware version 21.24, device setup is performed by connecting to the Backup Gateway for Powerwall+ systems with Gateway. Before performing device setup, permanently disconnect the site controller power harness in the Powerwall+ solar assembly:

This action converts the Controller Powerwall+ to an Expansion Powerwall+. If the Powerwall+ is an Expansion unit and does not have a site controller (can be identified with solar assembly part number 1538000-25-x), it can be commissioned as is.
